cooperate with and lend friendly support (short of active military cooperation) to the Chinese police forces. are too imperative towards the ships officers who can be dismissed by the Chinese owners at 24 hours notice. The ships officers, in fact, were directed by the Hong Kong Government regulations to resist to the uttermost" when

Mr. Fletcher replied that the Government is dealing with the owners by the general tightening up of the
regulations which for the most part (in their structural requirements etc.) are the sole concern of the owners. He
could not agree that the duties of the officers should not
be defined in the regulations, because it is they and not
