Mr. Fletcher described a successful operation where the Hong Kong Government cooperated with and lent friendly support to the Chinese police forces. There are, however, limits to what can be done, e.g., Bias Bey, from which many piracies have been conducted, is not under the control of the Canton Government, who dare not attempt an expedition of this sort in territory occupied by Chen Chung Ming. It was agreed that whenever opportunities occur for cooperation on these lines with the Chinese authorities, they should be made use of to the fullest extent possible.
Major King suggested that, given the limitations on direct action against pirate lairs, the next objective of the Hong Kong Government should be to bring suitable pressure to bear on the owners of Chinese-owned vessels sailing under the British flag. He suggested that existing regulations are too focused on the ships' officers, who can be dismissed by the Chinese owners at 24 hours' notice. The ships' officers were directed by the Hong Kong Government regulations to "resist to the uttermost" when they had no security for their own future. Hence, it seemed more logical to target the owner rather than the Master of the ship.
Mr. Fletcher replied that the Government is dealing with the owners by tightening up the regulations, which, for the most part (in their structural requirements, etc.), are the sole concern of the owners. He could not agree that the duties of the officers should not be defined in the regulations because it is they, and not the owners, who have to take executive action when piracy is attempted.
